No. Traders do not need to maintain a 50% BUY / 50% SELL balance.

The rule is not intended to force counter-trend trading or make traders open trades they do not want to take.

The threshold is 70%, which is designed to give traders more flexibility for normal directional trading and trend-following strategies.
