Yes. Trading one instrument is not banned. The one-sided position concentration rule is about excessive concentration in the same direction on the same symbol, not about forcing traders to trade multiple symbols.
You do not need to maintain a 50/50 buy/sell balance. However, you are responsible for monitoring whether your trading activity or exposure becomes excessively concentrated.
