No. A Rapid Reset and an Account Refresh are separate features.
Account Refresh
An Account Refresh may be available while an eligible funded account remains active and is within the applicable drawdown conditions. It is intended to refresh an active account before the account reaches its Maximum Drawdown.
Rapid Reset
A Rapid Reset may become available after an eligible Phase 1, Phase 2, or 2-Step Challenge-Funded account has already failed or closed. It creates a new account rather than restoring the original breached account.
Account Refresh: the eligible account remains active when the feature is purchased.
Rapid Reset: the previous account has already ended.
